La Croix: Motu Proprio revealed to world's Bishops

Isabelle de Gaulmyn, Rome correspondent of the French daily La Croix, the semi-official newspaper of the Church in France, reports the following.

revealed to the Bishops

On Wednesday, June 27, a meeting in the Vatican of the representatives of episcopal conferences took place, in which Cardinal Bertone delivered the contents of the motu proprio aiming to liberalize the use of the Tridentine Missal.

On Wednesday, June 27, in the afternoon, Cardinals and Archbishops from different countries assembled around Cardinal Tarcisio Bertone, Secretary of State, to be advised of the contents of the motu proprio aiming to liberalize the use of the missal in Tridentine rite, said "of Saint Pius V".

"It is a kind of internal publication to the Church," it is said in the Curia. The "external" publication, that is, the official one, should take place soon, by way of L' Osservatore Romano, the daily edited by the Holy See. The text, written in Latin, will be accompanied by a letter of Benedict XVI, in several languages.

Before this meeting, the Bishops were unaware of the entire final content of the text. In fact, after the last known meeting of the Ecclesia Dei commission, charged with the rapprochement with the integrist [sic] movements, on December 12, 2006, the decisions were taken with the utmost discretion.

Safeguards to guarantee the last word to the Bishop

The Pope, who wishes to ease access to the rite of Saint Pius V, had asked the Ecclesia Dei commission to work towards a solution since 2006. With a double objective: favoring the return of integrist [sic] communities to the Catholic Church, but also to encourage the attachment of Catholics to a liturgical tradition mishandled, in his eyes, after Vatican II.


The project provoked the reservations of a certain number of episcopates, including those of France and the United States, for whom this de facto biritualism presents a risk for the unity of the Church. The fear is that the bishop, subject to pressures in favor of one rite, may lose his authority over the diocese. Concerns [which were] heard by the Pope who, in the exhortation Sacramentum Caritatis, in March, specified that it belongs to the Bishop, "celebrant par excellence within his Diocese", to "ensure unanimous unity of the celebrations taking place in his territory" [sic - following French translation of the document]

The motu proprio should predict safeguards to guarantee the last word to the bishop, in case of a disagreement between faithful and priests on this matter.

    "safeguards", "last word to bishop" hmmm. Sounds like Eclessia Dei all over again. Most Bishops hate the Latin Liturgy because most Bishops are modernists to the core. They are latter-day Arians, and tow the party line when it comes to syncretism and ecumenism-above-all-else. They hate the Latin Liturgy because it so clearly illustrates that there is one Savior and one Sacrifice, which the modernist rejects for the idea of universal salvation. God Bless Benedict for his plans to free the Liturgy, which is the "most beautiful thing, this side of heaven"!

    Pope Benedict is too smart to issue something that essentially says the same thing as ED. My guess is that the bishop would have to appeal to Rome to not allow the TM in his diocese and until the appeal is granted, it has to continue. We'll see!

    Note it says in the case of differences between the people and the priest. It would seem that the Holy Father, being as brilliant as he is, would see that we cannot have people hijacking parishes. In other words, the formula cannot be 'if so many people request it it must be given even if the priest is opposed'. I suspect that there would be some caveat along those lines.

  5. But what about a case in which the people and priest agree, and the bishop disagrees and pressures the priest into "disagreeing"?

    I hope the presumption is in favor of no word from the Bishop...

  6. Regarding such details, one had better wait for the document itself; beware of the spin about to be unleashed by certain Chanceries, Episcopal Conferences, and their news organizations.

    This is GREAT NEWS!

    I understand the worry people see in this "safeguards" thing, but I agree we need to wait and see what it says. If I had to make a guess I would say it would be aimed at those who openly reject VII and the 'New Mass' and see this MP as an official way to admit they were "right all along".

    That being said if a bishop wants to restrict it, it will only show his true colors...

  8. Yes, the latter parts of the article about the "safeguards" are highly speculative. Of course, the document "could" say anything; there is no reason whatever to suggest that it will contain what is suggested there.

    Obviously, the bishop is going to retain authority to manage pastoral conflicts, scheduling and such matters, but there is no reason to fear anything more than that.

  9. about the "safeguards" and the 1967 lectionary, may all readers be aware of the source i.e. La Croix. The semi-official paper of French Church, i.e. the voice of the centre-left trend within FrenChurch : never overtly dissident toward Rome but always slightly challenging the Roman authority.

    FrenChurch asked in 2006 for 1) ultimate control by bishops which would make this new "motu proprio" a total waste of ink, paper and time being a copy of the present 1988 motu proprio 2) through the voice of Abp Vingt-Trois, Abp of Paris, it was asked for an alteration of the 1962 missal (calendar, lectionary).

    Those are the minimal requests of FrenChurch and with more discretion of GermChurch, of cardinal Murphy O'Connor, of Bp Skylstad (USA) etc.

    We will have to wait to see if these requests are - I hope - wishful thinking from La Croix or true leaks from the genuine document.
    Cardinal Bertone said in an interview that it would be the integral 1962 missal without any alteration. So we could read La Croix suggestions cum grano salis.

    If this document doesn't make things better, it will make things worse. If there is ANY kind of cop out option for the bishops it will be taken. I hope that BXVI didn't give in to any bishops whining. If so the document won't be worth the paper it's printed on!

  11. You may want to retitle this post. The MP is planning to give an indult to free up the missal of Bl. John XXIII (with the addition of St. Joseph in the Canon as well as all the reforms that came before that such as the reforms of Pius XII). Although there is very little difference between the two.

  12. If this be true, than Bp. Fellay hit the nail right on the head when he identified #39 (if I remember correctly) of Sacramentum caritatis as giving the bishop final control.

    Thus the Vatican II "Collegiality Bill" remains intact. Let us continue to pray for the Pope.

    "Above all, this is true of the Diocesan Bishop: as "the chief steward of the mysteries of God in the particular Church entrusted to his care, he is the moderator, promoter, and guardian of the whole of its liturgical life" (117). This is essential for the life of the particular Church, not only because communion with the Bishop is required for the lawfulness of every celebration within his territory, but also because he himself is the celebrant par excellence within his Diocese (118). It is his responsibility to ensure unity and harmony in the celebrations taking place in his territory. Consequently the Bishop must be "determined that the priests, the deacons, and the lay Christian faithful grasp ever more deeply the genuine meaning of the rites and liturgical texts, and thereby be led to an active and fruitful celebration of the Eucharist"

  14. Palmo is now saying that he has a source who says that there is no basis for the 7 July date, and that the bishops who attended today's meeting understood that the document would be published as soon as tomorrow.

    Regarding the lectionary, here's a full translation of the relevant paragraph:

    "Other criticisms have been made in US and Germany on behalf of Judaism. Thus, the International Council of Jews and Christians has expressed to Cardinal W. Kasper...their fears regarding the return of the 62 missal, containing the Good Friday prayer for the conversion of the Jews. The same observe that the old lectionary gives no reading from the OT, the common patrimony of Jews and Christians. There also, the motu proprio could arrange that the lectionary could be in the two rites the one established by Paul VI."

    In other words, there's nothing to worry about.

    The lectionary is mentioned purely for obfuscation purposes (as the entire third part of the article); and even its year is incorrect.

    Several weeks ago I heard on the radio an interview of my ordinary, HE Abp. Daniel of Galveston-Houston, Texas, to whom I am bound to obedience in all things not immoral or unjust. The topic was the long-anticipated MP. Basically, he disavowed the role of shepherd, saying it is up to the sheep to lead in the matter of the implementation of the TLM - of course subject to all sorts of logistical complications regarding scheduling, availability of qualified priests, etc. Pray that our shepherds avail themselves of their grace of office and grow from bureaucrats into leaders. "Hell is paved with the skulls of bad bishops."

    Let these words console us all and may they be generously heard in every archdiocese as our hearts so long subdued rejoice in the universal sacred language of the church heard by St.Peter,the apostles,and thanks be to heaven above,by us all today again after such a along hiatus:

    I note that guessing at the meaning of the Italian story from Petrus, it seems to be saying that a priest will not require permission from his bishop to say the traditional mass, provided that 30 faithful ask for it: something that tends to support Alsaticus's hopeful surmise that the La Croix story is just giving the spin of the French bishops. The idea that the La Croix story is just repeating the party line is supported by its false claim that the old lectionary contains no readings from the Old Testament; possibly this is something the French bishops actually believe, since few of them will ever have actually looked at the old liturgy.

    Hopefully another source besides the "French one" will be available soon. We pray that a large step forward will occur for the full reconciliation of the SSPX AND that the traditional Latin Mass will enjoy the complete and total freedom as provided and mandated by Pope St. Pius V.

    Actually, there is a 1967 lectionary...sort of.

    In 1967, Paul VI approved a "ferial lectionary" that contained an optional collection of 2-reading sets (lesson/epistle + gospel) for all the ferias of the Tridentine Missal that lacked proper readings.

    It was translated into the vernaculars, since by 1967 the readings were almost always not in Latin.

  24. Oh, there has been an unexpected(?) meeting of the Bishops of the Chinese Patriotic Church called for today and tomorrow, which, apparently, has nothing to do with the Popes expected letter (itself supposed to be connected in publication with the MP?).
