A diocesan priest ordained according to the 1962 Pontifical

On October 23, 2011 the Bishop of Frejus-Toulon, Msgr. Dominique Rey, ordained a new priest for his diocese using the 1962 Pontifical. The new priest, Fr. Jean Christophe Pelegri, was ordained by Msgr. Rey to the diaconate on May 11 of this year, only two days before the promulgation of Universae Ecclesiae.) A photo gallery is in the Picasa account of the Cathedral of Frejus-Toulon.

Msgr. Rey has been known to give the seminarians of his diocese the privilege of choosing the rite of their ordination, and it seems that Universae Ecclesiae will not put a stop to this practice, as had been earlier feared or predicted by some commentators. Earlier this year, Msgr. Rey ordained 15 new priests for the Diocese of Frejus-Toulon according to the liturgical books of Paul VI.

The Picasa pictures show that there are many priests in Toulon that participate in the Latin Mass. Thanks to the Bishop of Toulon. He should be promoted to Cardinal for he follows both Latin rites.

Mgr Rey is a great gentleman with a generous heart and great warmth. A true successor of the Apostles and someone whom his priests and flock respect and hold in great affection. Surely he is a model for the New Evangelisation? We should thank God for him and ask for more bishops in this mould.

Wait, I thought that the ordination in this rite required minor orders beforehand. And if so, according to Universae Ecclesiae, only the Ecclesia Dei communities can administer minor orders legitimately.

Wouldn't it be nice to specify that Msgr. Re had to receive special permission from the Ecclesia Dei Commission.
