It is not that the information is not possible, or even probable - it may well be, but the way in which it is written is one that is quite malleable. For instance, let us suppose that we state that "there is a possibility that the Pope may formally declare Our Lady Co-Redemptrix". Yes, the possibility certainly does exist; it could happen, the Pope would in theory be able to do this. The fact that (1) no certainty is given, but the mere faculty of the Supreme Authority is ascertained, and (2) the fact that no timetable is given... these facts cannot be overlooked in the interpretation of this rumor - it is indeed what separates a solid rumor (yes, these do exist, as solid leads in investigations) from a mere description of what could theoretically happen based on undeniable facts of law and authority.
