The Pope is the Supreme Legislator of the Church. Apart from matters strictly related to the Divine Constitution of the Church, he is not bound by much when legislating on ecclesial structures. Exceptions abound, from Spirituali militum curae to Anglicanorum coetibus. So, dear friends, do not worry so much about names and canons, especially because it is not a matter about which most can do much.
